CAST Specialty Transportation, Inc. Awarded WIPP Transportation Services Contract by DOE-EM – Los Alamos Reporter


The US Department of Energy (DOE) Office of Environmental Management (EM) has awarded CAST Specialty Transportation, Inc. a contract for Waste Isolation Pilot Plant (WIPP) transportation services. The contract is a single-award, indefinite delivery/indefinite quantity (IDIQ) contract, using firm fixed price task orders, which may include separate contract item numbers (in the task orders) for specified out-of-pocket expenses such as state licenses and user fees, New Mexico gross receipts tax, fuel, and a safe driving bonus.

The acquisition of WIPP Transportation Services was made under a small business set-aside. The IDIQ contract will have a maximum order value of $100 million over the five-year order period. EM received proposals from four bidders.

The WIPP Transportation Services contract provides the facilities, personnel, and equipment necessary to operate a local terminal within a 10-mile radius of Carlsbad, New Mexico, as well as transportation services and maintenance required to support the DOE’s National Transuranic Program, which provides safe, compliant and efficient characterization, transportation, and disposal of defense-related transuranic waste (TRU). This includes, but is not limited to, transportation services for the safe transportation of contact and remotely handled TRU waste and mixed hazardous constituents, including polychlorinated biphenyls and asbestos, DOE and other defence-related TRU waste generating sites at the WIPP Placer.
